Dumpster rental Elgin, IL — street vs driveway, Engineering ROW
This is a clerk sheet for the City of Elgin, Illinois. It is not Chicago CDOT. It is not Class A or Class B. It is not MCC 10-28-799. It will not get you three bids. It will tell you whether the box sits on private property or in the public right-of-way, what Engineering’s Temporary Encroachment line actually says, where the fee is a gap, and who actually hauls here.
Elgin is its own city. The corporate limits straddle Kane and Cook (and touch neighboring towns). The county line is a tax-parcel / assessor fact, not a second dumpster ROW permit invented on this page. Confirm the address is inside city limits before you treat any of this as the rule. Unincorporated Kane or Cook is a different code.
Street vs driveway
The city’s own Permits FAQ splits the world the way a clerk cares about: building / Community Development permits for work on the property, and Engineering permits for projects in the public right-of-way or on city-owned infrastructure (sidewalk, curb, driveway approach, street cut — and other ROW uses). A roll-off on a driveway is usually a private-property problem. A roll-off on the street, alley, sidewalk, or parkway is a public-way problem.
Driveway / private property
No Engineering ROW permit for sitting on private pavement. Tell the dispatcher “private property” and watch that they do not roll it into the street or alley “to be closer.” Those are public way.
An HOA, landlord, or private parking rule can still care about a driveway box. That is not the city Engineering permit.
Street, alley, sidewalk (public way)
Yes — treat it as an Engineering right-of-way matter before the box occupies the public way. Call Engineering at 847-931-5955 and ask whether your street roll-off is a Temporary Encroachment (and what they bill today).
This is not Chicago’s “provider-only CDOT Class A/B” rule. Do not paste MCC 10-28-799 onto Elgin.
Kane vs Cook
Elgin’s corporate limits cross county lines. That matters for property tax and sometimes for which landfill / transfer rules your hauler uses. It does not invent a Kane dumpster street permit or a Cook dumpster street permit on this page. For an address inside the City of Elgin, the public-way conversation starts with City of Elgin Engineering, not the county highway desk.
Who issues the ROW piece
Official Permits page (fetched 7 Sep 2026): Engineering permits are required for projects within the city’s public right-of-way or on city-owned and maintained infrastructure. Examples listed there include sidewalk, curb and gutter, driveway approach, and street cut. For Engineering, the city points to the Engineering Document Center and 847-931-5955. Community Development still issues many building permits from the same City Hall campus at 150 Dexter Court, Elgin, IL 60120 (311 or 847-931-6001 outside city limits; permits@ElginIL.gov).
Municode § 13.04.130 Encroachments (Title 13 — Streets and Sidewalks): it is unlawful to erect or maintain any private building or structure that encroaches on any public right-of-way or property, except with written approval of the city manager on the city engineer’s recommendation (or by city council), and not if it interferes with pedestrian or vehicular traffic, public utilities, or creates a safety hazard. A roll-off sitting in the street is the kind of private structure/obstruction that belongs in that conversation — confirm the exact form name with Engineering.
What Engineering’s packet asks for
Official Engineering Permit Application & Checklist (city PDF, Document Center View/4283, fetched 7 Sep 2026) includes a line item:
- Temporary Encroachment — Basic Fee $10.00, plus “Length of Time Requested.”
That PDF also requires a Certificate of Insurance (contractor: minimum $500,000 general liability with $100,000 each occurrence; homeowner doing own work: $100,000 liability with a rider naming the City of Elgin as additional insured). Certificate holder: City of Elgin, Attn: Engineering Division, 150 Dexter Court, Elgin, IL 60120. Original certificates; 30 days’ cancellation notice. Fees assessed under Ordinance No. G83-08; work under Elgin Municipal Code § 16.48.070. Attachments listed on the same PDF include Temporary Encroachment Guidelines and a Right-of-Way Encroachment License Agreement.
Clerk note: the Temporary Encroachment line does not print the word “dumpster.” Do not assume $10 is the whole street-roll-off bill without asking Engineering what they charge for a temporary dumpster in the ROW today, how many days they allow, and whether the license agreement applies.
Fee gap — do not pick one number as gospel
Published figures disagree. Call Engineering at 847-931-5955 before you budget or let a hauler pad a number.
| What it is | Published figure | How to treat it |
|---|---|---|
| Official Engineering Permit Application — Temporary Encroachment | $10.00 basic fee + length of time requested | City PDF. Does not say “dumpster.” Ask if this is the street roll-off charge and what else stacks (COI, license agreement, deposits). |
| Aggregator pages (Town Bins, dumpster.co, and similar) | Often “contact Engineering,” or invented bands like $75 / 7 days and odd size caps (e.g. “6 cubic yards”) | Not a city source. A 6-yard “max” is nonsense for normal residential roll-offs (10–40). Do not budget aggregator dollars. |
Not a special-event dumpster
City special-event materials ask whether a festival on city property will have dumpsters, and they set planning ratios (for example, a 10–12 yard box per 400 people per day in the planning guide). That is a special-event path, not the remodel street-drop path. If you are gutting a kitchen on Dundee, do not fill out a festival packet by accident — call Engineering for the ROW roll-off question.
Sizes: 10, 20, 30, 40 — no CDOT class
Elgin does not use Chicago’s Class A / Class B cubic-yard split. Size is still about weight versus volume. Dense debris (concrete, dirt, brick, shingles) weighs out early — often a 10-yard is the right tool. Light bulky junk cubes out. Full field card: 10 vs 20 vs 30 vs 40 yard.
Rental prices (regional range)
BinClerk does not invent Elgin quotes. Same Chicagoland published bands compiled 29 August 2026 for other clerk sheets (labeled regional, not an Elgin bid):
| Size | Published market range (typical 7-day) |
|---|---|
| 10 yard | $300–$500 |
| 20 yard | $370–$650 |
| 30 yard | $440–$800 |
| 40 yard | $600–$900 |
Ask every hauler for base rate, included tons, overage, extra day, and whether any city ROW fee is in the price.
Banned items
Illinois landfill / special-handling bans still apply (tires, lead-acid batteries, Freon appliances, covered electronics, landscape waste in landfill, liquid used oil, household hazardous waste, asbestos). Haulers refuse more than the statute. Get the hauler’s prohibited list with the quote. Kane/Cook transfer stations are not the City of Chicago HCCRF.
Who hauls
Not a bidding widget. No affiliate links. Call them yourself. Ask about driveway vs street and who talks to Engineering.
- E&J Disposal Company — publishes an Elgin dumpster rental page; family-owned roll-offs serving Elgin and surroundings. ejdisposal.com/elgin-dumpster-rental/ (fetched 7 Sep 2026; confirm phone on their contact page).
- WM — temporary dumpster rental page for Elgin, IL. wm.com … dumpster-rental-elgin-il.
- Flood Brothers Disposal — large Chicagoland operator; confirm Elgin on their communities-served list before you assume. floodbrothersdisposal.com.
What to ask, in order: Can you drop on this exact surface? Who files Engineering if it is public way? Included tons? Overage? Days? Prohibited list?
How to ask
- Decide driveway vs street. If driveway, skip Engineering ROW — still confirm HOA.
- If street/alley/sidewalk: call Engineering 847-931-5955 (or start from the Engineering Document Center) and ask for Temporary Encroachment / dumpster-in-ROW requirements today.
- Bring COI naming the City if they ask. Certificate holder address on the Engineering packet: 150 Dexter Court.
- Do not wrap a Dumpsters.com form and call it a city permit.
