Dumpster rental Naperville, IL — ROW vs driveway, not Chicago CDOT
This is a clerk sheet for the City of Naperville, Illinois. It is not Chicago CDOT. It is not Class A or Class B. It is not MCC 10-28-799. It is not Aurora’s Friday 4:00 p.m. street clock. It will not get you three bids. It will tell you whether the box sits on a private driveway or in the city right-of-way, what the city’s ROW permit actually costs, why Naperville Township is a different government, and who actually hauls here.
Naperville is its own city. The corporate limits sit in DuPage and Will counties. That county line is a tax-parcel fact, not a second dumpster permit. Unincorporated land that still says “Naperville” in the mail is often Naperville Township (DuPage County), which is not the city and not this ROW page. Confirm the address is inside city limits before you treat any of this as the rule.
Street vs driveway
Naperville does not run a Chicago-style dumpster license. There is no Class A / Class B. There is no MCC 10-28-799. What the city publishes is a right-of-way permit for work in city-owned ROW. The official page says a ROW permit is required for the obstruction or excavation of the street, parkway, alley, or sidewalk. The same page tells you to put the dumpster on the site plan — an aerial, the proposed location, sidewalk and street closure, traffic control.
Driveway / private property (city limits)
The published ROW permit is for city-owned right-of-way. A box sitting entirely on a private driveway, garage pad, or private lot is not a street, parkway, alley, or sidewalk. That city ROW permit is not the issue.
Tell the dispatcher “private property” and watch that they do not roll it onto the parkway or the street “to be closer.” Parkway is ROW. An HOA or landlord can still care about a driveway box. That is not the city ROW permit.
Street, alley, parkway, sidewalk (city ROW)
Yes. A City of Naperville ROW permit before the box occupies the public way. Apply through the city’s Civic Access portal. Plan reviewers want 14 calendar days. This is not a same-week Chicago curb drop.
Every ROW permit needs a maintenance bond. Fees are due before issuance. Read the table below before you let a hauler pad a number.
Most Naperville subdivisions have driveways. Downtown and some older blocks still meet the Riverwalk with tighter approaches. Do not copy a Chicago bungalow-alley story onto a White Eagle pad, and do not assume a downtown drop has a driveway. Look at the actual curb cut.
City vs Naperville Township (do not mix them)
Two governments share the name. Mixing them is how you pull the wrong permit — or skip one you needed.
- City of Naperville (this sheet): TED Business Group, 400 S. Eagle Street. ROW permit for city-owned street / parkway / alley / sidewalk. Driveway inside the city is not that permit.
- Naperville Township Road District (unincorporated DuPage, not the city): their permits page says, in one line, “Placing a dumpster on a driveway for any project requires a permit.” Bond table line “Roof Replacement (with dumpster) / Dumpster”: $600 bond + $75 administrative fee. If in doubt they tell you to call the Building Division of DuPage County.
If your mail says Naperville but you are outside the city limits, the city’s Civic Access ROW form is the wrong counter. If you are inside the city, the township driveway-dumpster bond is the wrong counter. Confirm the address first.
DuPage versus Will, inside the city, is the tax parcel. It is not a county dumpster ROW program invented on this page. None was found.
Who the permit is on
The city’s ROW page names an individual, adjacent property owner, contractor or utility company who needs to work in the ROW. That is not Chicago’s “provider / hauler only” rule. The person who locates the obstruction is on the application. Ask the hauler, in writing, who files Civic Access if the box leaves the pad — and who posts the maintenance bond.
TED Business Group, 400 S. Eagle St., Naperville, IL 60540. Phone (630) 420-6100. Hours on city materials: Monday–Friday, 9 a.m.–4 p.m. Permit status: option 2, or buildingpermits@naperville.il.us. Inspections: option 1 (closed 1–2 p.m.). Do not use 630-420-6111 from aggregator “dumpster permit” pages; that number was not on the city pages fetched for this sheet.
The ROW application is reviewed by Engineering Services, Water and Electric, and Public Works. That is why they want the dumpster drawn on a map, not a one-line “need a box.”
ROW fees and bonds — official city numbers
These are from the City of Naperville Right-of-Way Permit page, fetched 30 August 2026. They are not a hauler quote. They are not Town Bins. Confirm in Civic Access before you budget; the city can change a schedule.
| What | Official figure | When it applies |
|---|---|---|
| ROW permit fee | $88 | All other ROW permits (no excavation in/under a street or alley, no temporary closure of a street or alley). |
| ROW permit fee (closure / excavation) | $120 | Excavation in or under a city street or alley, or temporary closure of a portion of a street or alley. |
| Resubmittal | $45 each | After a rejection. Plan-review comments: call or email the examiner on the notice. |
| Maintenance bond | $5,000 | All ROW permits that are not excavation in or under a city street or alley. The city posts a bond template for the surety. |
| Maintenance bond (excavation) | $50,000 | Excavation in or under a city street or alley. A roll-off sitting in a lane is not automatically this line — ask Engineering if they are treating your drop as excavation. |
| Future pavement restoration | Set at review | Only if the work patches roadway pavement. Sized by patch, street class, age, and current repair cost. Not a standard dumpster add-on unless you are cutting the street. |
Fees are due before issuance. A driveway drop inside the city should not include this packet. A street drop should. If a hauler’s quote buries “permit” without saying $88 versus $120 versus township $75, ask which government they mean.
14 calendar days — this is not a Chicago 7-day street rental
ROW applications get 14 calendar days of review. The city says so. If you need the box on a parkway next Thursday, you are already late unless they expedite, which they describe as circumstance-and-staff, not a promise.
The ROW page does not publish a dumpster-specific occupancy clock (no “off the street by Friday 4:00 p.m.,” no CDOT 1–3 day / monthly usage table). Do not copy Aurora or Chicago onto Naperville. Ask TED how many days the issued permit actually covers. Driveway drops skip this review clock. That is the practical reason most Naperville residential jobs stay on the pad.
Sizes: 10, 20, 30, 40 — no CDOT class
Cubic yards are volume. Naperville does not split 10/20/30 versus 40 into Chicago CDOT Class A and Class B. Pick the box for the debris, the driveway length, and the truck’s approach. Deep sheet: 10 vs 20 vs 30 vs 40 yard: what actually fits.
| Size | About | Usually fits |
|---|---|---|
| 10 yard | ~12′ L × 8′ W × 3.5–4′ H 3–4 pickup loads |
Heavy debris (concrete, dirt, brick, tile), bathroom gut, small garage. Low wall. First choice when the load is dense. |
| 20 yard | ~22′ L × 8′ W × 4–4.5′ H 6–8 pickup loads |
Kitchen remodel, medium cleanout, a lot of roofing jobs. The common residential size. Confirm driveway length; the truck still needs room to roll it off. |
| 30 yard | ~22′ L × 8′ W × 6′ H 9–12 pickup loads |
Whole-home reno, large cleanout, bulky C&D. Taller walls. Wrong tool for a driveway of concrete. |
| 40 yard | ~22′ L × 8′ W × 8′ H 12–16 pickup loads |
Demo and bulky, relatively light debris. You will weigh out on masonry with the box half empty. Not every Naperville hauler runs one. |
Heavy → 10. Remodel → 20. Local pages also sell 15- and 16-yard boxes (Junk in the Truck 15; Big Box 16). Odyssey’s Naperville page lists 6 / 12 / 16 / 20 / 30, not a 40. Groot’s Naperville roll-off page lists 10 through 40. Ask before you plan a 40.
Do not heap above the rail. The truck may refuse the pull. The city’s ROW reviewers also want traffic control if you are in the street — a heaped box in a lane is how you meet Public Works the hard way.
Rental prices — regional range, plus one Naperville page
BinClerk does not invent a city-wide Naperville rate card. Most operators quote. The table below is the Chicagoland market band compiled 29 August 2026 for the Chicago sheet. It is labeled regional on purpose. It is not a bid for a 60540 ZIP.
| Size | Chicagoland market range (typical 7-day; 29 Aug 2026) | Notes |
|---|---|---|
| 10 yard | $300–$500 | Delivery, pickup, disposal, often 1–3 tons. Best price/weight tool for concrete and dirt. |
| 20 yard | $370–$650 | The common remodel size. Wide spread: light household junk versus mixed C&D. |
| 30 yard | $440–$800 | You pay for volume. Dense loads do not belong here. |
| 40 yard | $600–$900 | Fewer local haulers publish a 40-yard rate. For bulky light debris, not masonry. |
One Naperville-page rate that was actually fetched 30 Aug 2026: Junk in the Truck (based in Naperville) publishes a 15-yard from $379 and a 20-yard from $429, 1.5 tons included, up to 3 days, extra day $15, overage $0.05/lb. Those are their driveway-oriented roll-offs on that page, not a 7-day 22-foot open-top. Do not mash that into the table above as if it were the same product.
Odyssey, Big Box, Groot, Elite, and Bin There Dump That did not publish a Naperville dollar card on the pages fetched 30 Aug 2026. Ask every hauler for four numbers in writing: base rate, included tons, overage per ton, extra day. Then ask whether the drop is driveway or public way, and whether any city ROW fee or township dumpster bond is in the base or extra. A city driveway drop should not include an $88 Civic Access packet you did not need.

Banned items
Two lists. Illinois makes some things illegal at the landfill. Haulers refuse additional things because the transfer station will bounce the load.
State (Illinois EPA) — applies to whatever the truck dumps
- Used tires — landfill ban since 1994.
- Lead-acid batteries — since 1990.
- White goods with Freon / mercury switches / PCBs still in them — since 1994. Groot’s Naperville roll-off page lists appliances as accepted (some extra fee). That does not override the state ban on unrepaired refrigerant units. Ask before you load a fridge.
- Motor oil — since 1996.
- Landscape waste in a landfill — since 1990. Some haulers still take yard waste if they compost it. Ask.
- Covered electronics — computers, TVs, monitors, printers. Illinois landfill ban (Consumer Electronics Recycling Act; covered devices listed by IEPA, including the 2026 expansion). Groot’s Naperville page lists electronics as not accepted. Elite’s Naperville FAQ lists chemicals, paint, batteries, and certain electronics as not allowed.
Haulers commonly refuse
- Liquids, wet paint, hazardous chemicals
- Asbestos (special waste — never a regular roll-off)
- Medical waste, explosives, ammunition
- Dirt and concrete in a mixed-debris box — often a dedicated 10-yard, not a 30
Always get the hauler’s own prohibited list with the quote. A DuPage transfer station is not a Will transfer station is not the City of Chicago HCCRF.
Who hauls
Real companies, phones taken from their own sites, that advertise Naperville by name. This is not a directory of 50 and not a bidding widget. No Dumpsters.com. No affiliate tracking links. Call them yourself. Ask about driveway versus street and who walks the Civic Access ROW packet if the box leaves the pad.

No public dollar card.
Flood Brothers’ published communities list fetched 30 Aug 2026 did not name Naperville; they are omitted on purpose. E&J Disposal’s contact page names Carol Stream, Aurora, Elgin, and West Chicago, not Naperville; omitted. Confirm any other name on that company’s own site before you treat a Google snippet as a listing.
What to ask, in this order: Can you drop on this exact surface (driveway / parkway / street)? Is this address inside the city or in Naperville Township? If city public way, who files Civic Access, who posts the $5,000 bond, and did you leave 14 days? If township, who posts the $600 dumpster bond? Included tons? Overage? Days? Prohibited list? Concrete/dirt separate?
How to apply (and what not to click)
For a public-way dumpster inside the City of Naperville. Driveway jobs in the city should not be in this line. Township driveway jobs use the township form, not Civic Access.
- TED / Civic Access. Start at the official page: Right-of-way Permit | City of Naperville. The city tells you to apply through the Civic Access portal (desktop). Phone (630) 420-6100, option 2.
- Draw the dumpster on an aerial. Street / sidewalk closure and traffic control if you are in the lane. Attach the city’s Standard Construction Plan Notes (the ROW page requires them).
- Maintenance bond with the application ($5,000 unless they are treating it as excavation).
- Pay $88 or $120 plus any resubmittal before issuance. Leave 14 calendar days.
- City site: www.naperville.il.us. Permits index: Permits and Licenses.
- Unincorporated: Naperville Township Road District permits — driveway dumpster bond, not the city ROW form.
